I am not sure in Maryland, but in many states, if someone leaves the scene of an accident and there are injuries, IT IS A FELONY! I agree that the assault charges should have been dropped; however, a felon SHOULD NEVER BE RELEASED! Why is there no information regarding if this driver has a record? Remember, this is an example of common senseless!
